Should you have a business selling alcohol, either in a pub or an off-licence, you must comply with the requirements imposed on you by the law of the land. If you are planning to sell alcohol, provide food between 11 p.m. - 5.00 a.m. or provide 'regulated entertainment' then not only do your premises need to be licensed, but they have to be run by someone holding a Personal Licence if you intend to sell alcohol. If there is any breach of the licensing laws, by any member of your staff, it is the holder of the Personal Licence who has to take responsibility.
